
LB Redbridge's FreeSpace project aims to create a revenue stream by renovating and renting out an older person’s home. The Council pays for the renovations and manages the letting – usually renting it to family in the borough who are in temporary accommodation. The income generated pays for the older person to rent somewhere with the support, location and design that better meets their needs. This study by economist Nick O'Shea explores the extent to which the business case for FreeSpace might stack up in other locations, and comes complete with a free tool to help other authorities undertake a detailed appraisal of whether the model could work for them.
